ENVIRONMENTAL HEALTH AND SAFETY

CHEMICAL PROCUREMENT POLICY

1 POLICY

The use of chemicals creates a variety of chemical and safety issues. It is the policy of CSUN to evaluate these issues prior to the procurement of chemicals and thereby avoid, to the extent feasible, adverse consequences.


2 DEFINITION

2.1 Hazardous Materials

Any material which contains a substance that is defined as hazardous by the OSHA hazard communication.


3 CSDS

Chemical Safety Data Sheet. Product safety and handling information supplied by the product manufacturer. It is a requirement of the OSHA, hazard communication that a copy of chemical’s CSDS be made available to any person working with or around a hazardous material.


4 PROCEDURES

4.1 General Procedures

Hazardous materials requisitions will be reviewed, before purchase, by "authorized individuals" knowledgeable about relevant environmental and safety issues. These individuals will prevent unnecessary purchases and suggest alternatives to reduce risks or waste. EH&S will maintain a list of authorized individuals and provide them with training as required. In order to ensure that only authorized individuals are ordering hazardous materials.

4.2 Responsibilities of Authorized Individuals

The Authorized Individual will review the requisition to ensure that all safety and environmental considerations have been addressed.

If for some reason the requisition is not approved, the concerns of the authorized individual will be resolved before forwarding to purchasing.

The Authorized Individual will keep a record of all hazardous materials requisitions.

Note: If a chemical is purchased on a regular basis it is not necessary to request an CSDS with each purchase. The minimum requirement is to have the most recent MSDS on file.

To ensure that a centralized CSDS file is maintained, the individual ordering a hazardous material will be responsible for sending a copy of the CSDS to EH&S.

4.3 Responsibilities of Purchasing

The purchasing department will expedite, as specified in the requisition text field or as appropriate. CSDSs arriving separately from an order will be forwarded to the creator of the requisition.

4.4 Gift and Donation Requirements

All gifts and donations of hazardous materials must be approved in advance by Safety Coordinator for that department. Any CSDS, or equivalent safety information must accompany the donated hazardous material. A copy of this information must be sent to Env. H&S.
